Mark J. Robertson
Mark J. Robertson is a founding member of Robertson & Anderson, PLLC. He represents clients in an array of government regulatory, enforcement and public policy matters and counsels clients with transactions involving homeland security technology.
Mr. Robertson served in several senior positions with the Department of Homeland Security where he provided legal and policy guidance on issues arising throughout the department and was particularly engaged in matters involving the development and procurement of homeland security technology and the protection of critical infrastructure.
During his service with DHS, Mr. Robertson served as Chief of Staff to the General Counsel assisting in managing and overseeing the operations of the 1,500-lawyer Office of the General Counsel. He concurrently served as the Associate General Counsel for Science and Technology, where he provided legal and policy advice concerning the Department's research and development efforts focused on countering chemical, biological, radiological and nuclear threats, as well as the dangers of infectious disease. In this capacity Mr. Robertson oversaw DHS contracting with the private sector, academia and the Department of Energy national laboratories as well as the activities of the Homeland Security Advance Research Products Agency (HSARPA).
Mr. Robertson played a central role in the development of the final regulations implementing the Support Anti-terrorism by Fostering Effective Technologies Act of 2002 (the SAFETY Act) and provided key support to the Department's programmatic efforts to improve implementation of this important homeland security legislation.
Mr. Robertson also provided legal and policy guidance on issues relating to immigration, customs enforcement, international agreements, CFIUS transactions, transportation security, port and cargo security, labor and employment, public health, incident management, procurement, grants, infrastructure protection, intelligence sharing and investigations. In addition, Mr. Robertson worked closely with counterparts at the White House, Departments of Justice, Energy, State, Treasury, Defense, and Health and Human Services to coordinate counterterrorism, emergency response and federal law enforcement initiatives.
From 2003-2004 Mr. Robertson served as Senior Policy Advisor with the Department of Energy. At DOE, Mr. Robertson supported Department-wide efforts to implement the National Energy Policy recommendations and supported international energy policy initiatives, including those involving trade in Liquefied Natural Gas and alternative energy market development.
Before his recent public service, Mr. Robertson practiced corporate and finance law with national law firms based in New York and Washington, DC. He received his J.D. from the University of Virginia School of Law and B.A. from Hampden-Sydney College in Virginia. Mr. Robertson is admitted to practice in Washington, D.C., Virginia and New York.
