William H. Anderson
William H. Anderson is a founding partner of Robertson & Anderson, PLLC.
Mr. Anderson previously served with the U.S. Department of Homeland Security as the Intellectual Property Counsel and the Deputy Associate General Counsel for the Science & Technology Directorate.
As the Deputy Associate General Counsel for Science & Technology, Mr. Anderson provided legal and policy advice concerning the Department's research and development efforts focused on countering chemical, biological, radiological and nuclear threats, as well as the dangers of infectious disease. In this capacity he oversaw DHS contracting with the private sector, academia and the Department of Energy national laboratories as well as the activities of the Homeland Security Advanced Research Products Agency (HSARPA).
Mr. Anderson played a central role in the development of the final regulations implementing the Support Anti-terrorism by Fostering Effective Technologies Act of 2002 (SAFETY Act) in the Federal Acquisition Regulation and provided key support to the Department's programmatic efforts to improve implementation of this important homeland security legislation.
Mr. Anderson also provided guidance on issues relating to data privacy, international agreements, CFIUS transactions, bio-defense, public health, incident management, procurement, assistance agreements, Other Transaction Agreements, infrastructure protection, intelligence sharing and investigations. In addition, Mr. Anderson worked closely with counterparts at the White House, Departments of Justice, Energy, State, Treasury, Defense, and Health and Human Services to coordinate DHS’s science and technology efforts.
As the Intellectual Property Counsel, Mr. Anderson was responsible for the direction, control and coordination of all intellectual property matters for all of DHS, including inventions, patents, copyrights, trademarks, trade secrets, mask works and rights in technical data and computer software. Mr. Anderson also represented the Secretary and the General Counsel in resolving intellectual property issues arising from Department of Homeland Security activities, including contracting and contract administration, and legislation affecting Department of Homeland Security intellectual property interests, including being directly responsible for the negotiation of intellectual property rights for all international agreements.
From 1997-2005, Mr. Anderson served as Intellectual Property Counsel for the Department of the Air Force and the Night Vision Laboratory of the U.S. Army’s Communications-Electronics Command. In these capacities, Mr. Anderson was responsible for the direction, control and coordination of all intellectual property matters for the Department of the Air Force and the Night Vision Laboratory, including inventions, patents, copyrights, trademarks, trade secrets, mask works and rights in technical data and computer software. He was also responsible for the Patent Licensing program and the implementation of the Technology Transfer Act for the Department of the Air Force and the Night Vision Laboratory.
Mr. Anderson was also counsel on a number of large acquisitions for the Air Force on space programs such as the Evolved Expendable Launch Vehicle, Space Based Radar, and Space Based Laser. Mr. Anderson served as the Chair of the Committee on Patents, Data and Copyrights of the Department of Defense Acquisition Regulations Council and was the principal drafter of Air Force Instruction 51-303, Intellectual Property--Patents, Patent Related Matters, Trademarks and Copyrights.
Prior to his public service, Mr. Anderson practiced with local law firms in Pittsburgh and New Jersey as an insurance defense litigator. Mr. Anderson received his J.D. from the University of Pittsburgh School of Law and B.S. from Tufts University.
Mr. Anderson is admitted to practice in Pennsylvania, New Jersey and before the United States Patent and Trademark Office.
